The first Helios satellite, Helios 1A, was launched in 1995 and the second one, Helios 1B, was put into orbit in 1999.

The purpose of the Community action programme HELIOS II is to promote integration and equal opportunities for disabled people.

In this field France has always been the instigator of the European space effort, as demonstrated by the Helios II programme.

Council Decision of 18 December 1989 concerning the further development of the Handynet system in the context of the Helios programme

to take account of the results of the evaluation of the Helios II programme when considering whether it would be appropriate to bring forward proposals for follow up.

The Helios Program, made out of observation satellites, allows the Union to have autonomous means of surveillance and to manage space traffic.

The Helios 2 system includes Helios 2A and Helios 2B, both of which are European military observation satellites used by France, Belgium, Spain and Greece.
