It has also played an important role in extending negative security assurances to non-nuclear-weapon States.
In the interim, they called on the international community to commence negotiations and adopt without delay a universal and legally binding instrument on negative security assurances.
Finally, the Ukrainian crisis has shown that non-nuclear states cannot rely on security guarantees from the nuclear powers.
The negative security guarantees are to the effect that the nuclear-weapon States will not use nuclear weapons against the non-nuclear-weapon States party to the various instruments.
