No carry forward of entitlements was available until 2011:

Yet, for the past 20 Years every previous president has exercised this law’s waiver in refusal.

Delay or cancellation : the arranging committee keeps himself the right for, move the exibition up to a later date or to cancel the exibition.

Postponement or cancellation: the organizing Committee retains the right to postpone or cancel the show.

Deferral can be suspended for a maximum of 12 months; however, such action may limit the right to defer the leave.
