If a resource is not found in one resource dictionary then it is looked for in the next resource dictionary and so on.

If a user selects suggested text, the text may be added to a local dictionary of the target machine.

(If you add them to the local dictionary, then they will be highlighted in green.)

If the locals dictionary is omitted it defaults to the globals dictionary.

If the locals dictionary is omitted, it defaults to the globals dictionary.
