(b) "judgment creditor" means a person entitled to enforce a Canadian judgment;

The option of rewarding the first judgment creditor provides an incentive to proceed with enforcement proceeding without penalizing that creditor for going through the expense of initiating proceedings.

Subsection 5(4.1) ensures that a judgment enforcement creditor is "a third party (who) acquires an interest in the goods.
