AFS Convention
Parties signed up the AFS Convention are required to prohibit and/or restrict the use of harmful anti-fouling systems on ships flying their flag.
The AFS Convention prohibits the use of harmful substances in anti-fouling paints used on ships.
No new ship or new installations on ships shall apply or employ anti-fouling compounds or systems in a manner inconsistent with the AFS Convention.

The AFS-Convention has not yet entered into force.
Until the entry into force of the AFS-Convention, it is appropriate to apply its provisions to ships flying the flag of a State which is a Party to the said convention.
European AFS-Statement of Compliance means a document recording compliance with Annex 1 to the AFS-Convention, issued by a recognised organisation on behalf of the administration of a Member State

Similarly, ships flying the flag of a State which is not a Party to the AFS-Convention should not receive a more favourable treatment within the Community.
