When a luminance coefficient has a non-significant descendant (offspring) at a given bitplane level, the chrominance coefficients at the same location also have a high probability to have a non-significant offspring.
The first condition is satisfied when any sibling residual quad tree (RQT) node of a current RQT node is associated with a significant luma coefficient block.
