Jérôme Elie is the senior policy officer forced displacement for the ICVA International Council of Voluntary Agencies.
The major international umbrella organization, grouping over 60 NGOs is the International Council of Voluntary Agencies (ICVA) in Geneva, which co-operates closely with UNHCR.
Recent ICVA research details the transformation of aid work to aid bureaucracy, and its particular impact on small NGOs.
